When there is an opportunity to put a rating and a review after publishing in Google Play?

Posted applications that have passed moderation, was published.
But none of my friends (I failed too) can't rate it, gets error: "Error receiving data from server: [RPC:S-9:AEC-9 <always a different key in the form XXXX-XXXX-XXXXX>]"
Sounds like an error on the side of Google.
Wrote to tech support has not responded yet.
Anybody with such did not face? Is there somewhere the code descriptions for these errors?
And anyway, does the opportunity to put the assessment on the number of downloads?

In order to dot an i, the quote came from Google's response:
Please note that the Account Owner of the Console that owns the app will not be able to comment on the application. Also users who are Alpha/Beta testers will be unable to leave reviews at this time. They will need to use the Feedback channel listed in the Developer Console.
If your normal production users are unable to leave reviews this is considered a user-end error on the Play Store itself


So, if you launch an open beta test, all tesarowski subsequently will not be able to leave feedback or rate the app. And will receive a confusing error.

Error on their side. Have you tried to grade the other apps?
Yes, all affixed. The problem with a specific app. In the end , without waiting for a response of Google (within three days), published under another name, and the old were removed from the publication.
