OpenVpn Access Server+Elastix. Why can't connect via sip?

In DC you have a server with OpenVpn Access Server+Elastix. The task is to drive a sip and Internet traffic through the vpn.

Why the default gateway is issued and not 10.1.1.1 10.1.1.129?

from this we see that the lifted route for my connection
10.1.1.128/27 dev as0t4 proto kernel scope link src 10.1.1.129

Why openvpn for each connection creates its own route? Rather than using one common 10.1.1.0/27 dev as0t0 proto kernel scope link src 10.1.1.1?

Now back to the main problem. If I connect to the VPN from the computer, you can connect via sip to 10.1.1.1
can also connect to all the server's services (ssh, http, etc) works ping to it. But if I create the VPN connection on your home router, you cannot connect via the sip Protocol while the ping to the host 10.1.1.1 is.

How to make all of the connections were given the same gateway 10.1.1.1?
Or all in order but I have something set up wrong?
