Why APT hangs on Waiting For Headers?

Good day, can someone faced with such problem: after apt-get update on Debian 8, some mirrors are stuck with the text Waiting for headers [100%]? A server goes to Internet through squid proxy in the traffic dump I see
500 HTTP/1.1 416 Requested Range Not Satisfiable (text/html)

try. apparently crooked download
rm-rf /var/lib/apt/lists/partial/
rm-rf /var/lib/apt/archive/partial/

Try also to change the mirrors on .de , .fi or .se - sometimes it helps (unless, of course, we are not talking about security.debian.org)
