How to query every n seconds?

Task:
to write a program that will be every 3 seconds to change my status in VK.

Ie you need to create an infinite loop that is able to track time and send the request. If vk API I figured out how to approach the issue with tracking time I can't even imagine.

Every 3 seconds often? if once per minute is enough, it is possible the following variant:
in Linux there is a cron daemon.
For configuration, you can use the following command: crontab-e
The lines must be in the following form: # m h dom mon dow user command
After in your case you would enter: */1 * * * * /path/to/program
