What's the best development environment on windows (preferably free) for IOS apps?

want to develop ios apps. But I have Windows. For me, what are the options? Googled, write that under windows some buggy development environment...
What would you recommend? As without potential glitches and rake to start writing IOS apps under windows?

A year ago I started programming for iOS. Regarding workplace understood as follows - forget about options except OSX on native hardware. All these tips about the Hackintosh will lead to the fact that a significant portion of the time you will suffer with the system, not to learn programming. Instead of a stable system with painless updates (Hello win10) will receive just that and join the ranks of haters.
