How to participate in the project on GitHub?

I saw a small project on GitHub where you have something to add. Made a fork to his ACC, then did a git clone of the original piece on the car. Has made changes.
Then I fell into a stupor. Where do I push to do? To his GitHub? (the author of the original I probably don't have rights), and if by yourself do then the author to propose this change me?

Thanks, started. Here as well, with his repository I clone went fine, but when I copied and did a git clone from my account it gave an error:
FATAL ERROR: Disconnected: No supported authentication methods available (server sent: publickey)
fatal: Could not read from remote repository.
