Is it possible to force the downloaded file to automatically start?

On the website you can find the file file.txt or program.exe and you can download them. Is it possible something to come up to the file or program after downloading, automatically open without searching for them in the downloaded files? Of course not tuning yourself browsers and OS settings.

Just there are people who don't know where you downloaded the link file or program and remain at odds with the basic terminology, and explain to them every time...
