How to determine the faulty locations PC (turns off sometimes by itself, and hangs much)?

PC old 2008 .

On Windows or Linux with similar symptoms.

I just thought the case may be in the hdd ,put the note so that it sort of runs but when loading Windows it gives a black screen with the requirement to restore or continue (where the timer is 30 seconds) so,do not choose this same cycle and goes no further.

Can what is utility?

At worst I've always wanted a PC to collect myself, slowly maybe I will buy him new parts.

Solution
Check:
1) no swollen electrolytic capacitors on the motherboard and the power supply
2) having radiator and fans, remove dust
3) run memtest86
4) measure the voltage of the power supply under load
5) if there is an available slot for RAM, then swap the plate memory in it
Further, without an oscilloscope to do nothing.
4) measure the voltage of the power supply under load

Find any livecd, boot from it and pit first memory test, and then a full test drive.
All this is to do a known-working computer, i.e. the memory and disk to move in a working computer (at a time), so it will be easier to interpret the readings.
Most of the iron die various coolers, then the power supply. So the first thing to check coolers and clean the dust. Then change the PSU and see how it will work (you can run the same tests).
Well and further as wrote

1. Then I put the other screw - not the fact that the CICS everything is installed correctly, then there is a problem with the bolt remains open
2. RAM - memtest
3. The PSU and motherboard both have protection and it can operate in case of problems
- I recommend to try to reinstall the system, and then we'll see
Reinstalled OS 5 times,to no purpose.
1.that is, the BIOS screw had to be set up and would earn?
3.how cecati? - Rudy.Williamson commented on July 9th 19 at 10:49
: Faced with the problem a couple of times when forced while in the BIOS don't specify SATA or IDE hard drive refuses to work properly if I am not mistaken one was UEFI BIOS - Concepcion.Walsh commented on July 9th 19 at 10:52
