Understand how and where you easier. A designer is an intermediate followed by the coder. If the designer and coder using different editors, then either someone has to adapt, or someone will replace.

Logical. Chandelier much easier. But if I asked you to do in photoshop - or need to discuss options with chandelier or shop. FSH strongly lobbying for coders as there are many tools to automate layout from psd.

Generally, photoshop is about photo. For layout layouts it is not appropriate at all. Illustrator certainly is not the best solution, but if you and the coder will be more convenient to work with him, why not. But in understanding that's your choice.
