How to put drivers on a USB using USB 3.0 which is not in the driver itself not working?

Good day! The bottom line is this:

There was a need to put windows 7 on a new laptop, with two usb port and both are 3.0. So you can start the installation with the stick had to sew our OS driver for USB 3.0 (win7 not able to work with them). Thus it is said to install Windows.

But then arose another problem. Now have an OS where no drivers. To put need to be able to at least pop the flash with these same drivers, but the USB 3.0 driver is there. Driver Internet too.

Question: how now to put the drivers on a USB using USB 3.0 which is not in the driver itself not working?
