In Ubuntu/Linux Mint to make switching of keyboard layout using Ctrl-Shift-Digits ? Windows is configured by standard means. Uses three languages, and therefore easier to make the inclusion of the desired layout on the respective combinations, for example Ctrl-Shift-1 includes English layout, Ctrl-Shift-2 Russian, etc.

I don't know how are things in ubuntu/mint with the layout and bindingly, maybe there are more "native" tool, but will offer a universal variant:
in probably any DE a demon hotkeys, add the change the layout for some keys:
Ctrl+Shift+1 setxkbmap -model pc104 -layout us
Ctrl+Shift+2 setxkbmap -model pc104 -layout ru
