Is it possible to download fonts from Google Fonts and Typekit for use on the computer?

I'm not a web developer and do not understand this, but I know that for websites this uses fonts from Google Fonts and Typekit. Is it possible to download fonts from these websites and install on the computer?

Sites https://www.google.com/fonts/ and https://fontsquirrel.com can download easily — there all free fonts for web and desktop use. Actually Google Fonts are no links to download the files, but all Googly fonts you can find and download Fontsquirrel.

Typekit on most fonts paid and to download them you will not be allowed: need to buy a license for Adobe Creative Cloud or pay a subscription to Typekit itself.
