Why not display direct files?

The point is that I somehow do not open files on direct sunset site.loc/test.html ie if the file is in the folder frontend/web/test.html he doesn't open. what could be wrong?

You have all the queries go through index.php except the folders (assets|js|images|css|fonts|img), so that everything works correctly. Or add another exception for *.html, or put it in one of these folders.
