Is it possible to create a private Telegram bot?

As I understand it, in the Telegram you can search through the to find any bot and start interaction with him through the available commands. Any. If you know its unique name.
Is it possible to create such a Telegram Bot that will be able to chat only I and a few others?

As an example, at this point I was prompted an article on Habre:
At the end of the article the author tells that interacts with its "Smart home" system using a private bot.
Switches the light in the bathroom.
To find this bot I failed, but I'm guessing that anyone who knows the name of this bot will be able to turn on the light in the bathroom and toilet of the author :)
Or am I wrong?

The standard implementation is not. Bot just a channel of interaction. Checks and restrictions should be on their side.
There is special logic there. Just make a table with id (or login if you have one, but it is better id) of users who can use the bot. All the rest are just ignored.
