Narrowing of the object. Can't solve the problem?

Did simple object. Apply the modifier "Taper". The problem is that this modifier narrows only or center or bottom. I wish he had narrowed the upper side of the object. How to be?

The top right panel around Taper modifier is plus sign. Deploying it (on the screenshot it is unfolded you have), you will see two objects, one of them is center. Select it, and move it as an object in the scene, from its position will depend on the center of the modifier.
