Can Windows 7 home to use in your organization?

Welcome. In the office there is a need of installation of software e-Staff and since it requires Windows, I would like to understand how to legally use a minimum version of windows to your organization, and even on the server? Or what kind of license Windows it is better to use for this task?

May be able to recommend a similar e-staff'have software running on linux?

Terms of license - home edition can be used in a small company, no problems, except for the lack of AD support will not.

Even the official appointment of the "Home edition" is for home and small business.

AFAIK (did not work with e-staff since 2012), the backend can start under wine, there is a special shamanism is not necessary. The Standalone version works under wine.

Legally. Absolutely. The difference is in the functionality. No restrictions on type of use (unlike Office) MC here does not impose.
