Why the server response time and site loading on the mirror more?

In General the situation is, there is a site, he has some ns (ns1.sprinthost.ru., ns2.sprinthost.ru.), and the other mirror (ns1.reg.ru., ns2.reg.ru.), the difference in server response by almost a third differs:
- The server response time on the primary domain, 0.21-0.24 sec.
- The server response time for the mirror of 0.31-0.34 seconds.
This could be due to different ns servers?

Mirror added on the server via ISPmanager, there may be something additionally you need to configure?

Servers in different countries probably are, just like the value of this difference

First ping from both hosts to determine a "basic" difference.
Next you need to look in detail on what to spend the extra time.
