Error when transferring file htaccess by FTP?

Good time of day. I have the following problem. Not transmitted by FTP the htaccess file using Total Commander, it says "error connection". If you throw using FileZilla Client, the file is filled with 0 size. If you are connecting through a proxy, then everything is fine. Tell me what could be the problem. Thank you.
