Something to write on sites not bothered html layout (similar like the desktop gui)?

We have now a framework or ide that allows you to write site, how to write normal desktop app? ie using the elements(controls) as is done for conventional forms gui.
Of such found only WT for C++ , interested in all these but for interpreters, python, php, etc.

Yii2 framework suggest, there are widgets (controls) with design to Bootstrap code written in PHP, HTML and styles hidden within a class, to impose almost not necessary, and Bootstrap itself greatly facilitates this.
