How to create a simple interface using javascript?

You need to make a script for Photoshop. There Is ExtendScript Toolkit.
But the script need not just to make and beautiful that would be with the interface, everything.

That is what I call my PS using the jsx file and I want to get a box with a set of buttons.

Maybe it is possible to create an interface in HTML+CSS, instead use the API ExtendScript? Very rare, so hardly anyone will help for free, and another thing - for the money.
In fact, all that is needed is to show how to position. The scripts themselves are ready. That is, I push the button and it calls some function. With this I understood. But with a location in space in any way.
