Talking about reverse lookup for "white" IP = localhost?

Do You often meet IP-address for which reverse lookup = localhost?
For example,
113.188.9.154
117.0.175.3
123.28.107.173
220.231.127.12

DNS for these addresses is not configured correctly.
It's probably a mistake Vietnamese fellow admins or a part of a botnet? - deven commented on July 12th 19 at 17:29

Either DNS is configured intentionally, a type of white addresses for internal use, not put.
But in any case all questions to the administrator of the corresponding DNS zone.
Crammed with similar IP. Was wondering - methods of deception rules/filters (localhost) or a similar setting may be still needed for some purposes. - deven commented on July 12th 19 at 17:31
