Bundle Wi-Fi+RADIUS+PROXY-server, how to implement?

In the organization deployed a network of Wi-Fi for mobile devices can access the Internet, authentication is done via Radius (Windows NPS - network policy server) in the domain credentials.
There is a task to keep account and control over user access to the Internet. Hence the question arose: how (what proxy server can carry out) to user authorization domain accounts on the proxy server without additional user credentials, except during authorization SSID(WPA2-Ent), provided that the users Wi-Fi is included on their devices under a local credential(not a domain)?

Under these circumstances, the proxy can be authorized only by IP address or DNS name of the client somewhere else to tie the IP address or DNS name for the account. Even if the proxy is to knock on the RADIUS to send something other than the IP of the client he can't, because you don't want it to be login/password requested. Transparent authorization will not work as users work under a local acedamy.
