Xamarin & Asp.net web api. How to make a request to the local API, in mob. application?

There Is A Xamarin Application. When I try and do the following query localhost:1111/api/test it says that the access is closed.
What it's looking for a way to lokalhosta of emulyator I understand, but how to call that api on iis server, is not clear. To throw a website is not an option

api on iis server or anything - no difference. It either works or does not work. Click on the direct link from the browser. If there is a return means the application is running and processes requests, if 403, then most likely you incorrectly configured iis. You turn on the port. And I immediately question - and this port generally available for queries from the outside? And so on the track - your api is hosted on iis under the strange port or iis express? If the second - then pull yourself together and brainstorm the publication of the application in a full local iis.
