How to enable the remote host to accept ssh connection?

Not able to access the remote host via ssh.
Git in the console enter the command ssh user@serverip -p 21
That get the error about closing the connection by the remote server (ssh_exchange_identification: connect closed by remote host).
How can I allow the remote host to accept connections.
What could be the problem?

Default Ssh runs on port 22. Well, can't hurt to check that ssh is installed and running on the remote host.

On port 22 error: Connection refused(connection refused)

I guess the problem is that ssh runs on port 22 and on port 21, telnet is working. Try telnet serverip
