How to edit localization file MacOS Sierra?

Want to edit a system file localization system, but something does not work. The file is located at:

/System/Library/CoreServices/SystemFolderLocalizations/EN.lproj/SystemFolderLocalizations.strings

Copied the file to the desktop, edited it and tried using the mv command to move to folder EN.lproj, but any attempt to edit or change the file gives Operation permitted.

Tried to do the same using the root account, but failed. Searched the Internet for relevant articles that would help not found. Someone experienced, can you tell?
