What platform to use to write applications for Windows?

Good day, I wrote an extension for chrome ( controls the placement of ads on the site), it was now necessary to create an application for Windows with similar features. I only know HTML, CSS, JavaScript and a little PHP. What platform is better to use WinJS and nw.js.
