How to use npm in ASP.NET?

Judging from this example https://www.codeproject.com/Articles/1165004/How-t... it can only be used in .NET Core. But if I have a Web Application?
Add package.json, save it, but the dependencies do not start to install (as written in the instructions), generally there is no such folder.

npm install package.
