Why doesn't the team adding a repository on Linux Debian?

To install PostgreSQL found this manual. It is for Ubuntu, but it seems for Debian is also supposed to work?
And already on the first line sudo apt-add-repository ppa:pitti/postgresql response system:
Command not found. Without sudo does not work either. Execute as root.
What could be wrong?

To use the add-apt-repository the system must be installed software-properties-common

apt-get install software-properties-common python-software-properties

Or find direct links to the repository and add the apt.list

But LocomoSky servers are not so simple. The Ubuntu server will always be screaming that the team does not, and I know you don't know. To work around this problem here is what to do.

sudo apt-get install python-software-properties

wget xaxatyxa.ru/download/add-apt-repository.sh.txt

sudo cp add-apt-repository.sh.txt /usr/sbin/add-apt-repository

sudo chmod o+x /usr/sbin/add-apt-repository

sudo chown root:root /usr/sbin/add-apt-repository
