Many times seen in the examples of PHP code PageId, how do I add it??

You are asking in the formation of the page (usually unique id in the database), inserted into form as hidden (i.e. not displayed to the user explicitly), and use to check on the server in the future.
That is, the logic is this:
1) Create a page without comment, write it in database with some id
2) Give the page to the client with a form, show this id
3) Take the data from the form, check what the passed id and tying it to the comments on the page
