How to diagnose the error installing Laravel?

When you try to install Laravel in Open Server 5.2.2 using the command laravel new blog message appears:

composer create-project --prefer-dist laravel/laravel blog
- everything goes well.

Composer updated.

It looks like a bug in the command line, not in OpenServer
