How to add Azure Resource Provider?

Hello!
There is a problem with the Azure Resource providers. I need one my Microsoft.DataExchange, but it is not listed under my subscription. In docks it is written that the list of available resource providers depends on the location, but I have multiple subscriptions established in: Canada and Europe, but there the list is the same. It depends on what and how to add the resource provider?
