How to hide lines of text that extend beyond the height of the block?

There is a block with a fixed height, that would be the text, if it does not fit into this height was hidden, but that would be nice in hiding, as for example is done using text-overflow, but this unfortunately is applicable for problems with a block width, not the height, it is possible to solve part of my problem using overflow-y: hidden, but it's not quite the same, because part of the text can be seen, the half lines, cut horizontally. you need that if the line is not fit - so don't show.

Possible with pure CSS to solve the problem?

Cross-browser as far as I know is impossible, but possible in website:
display: -webkit-box;
-webkit-line-clamp: 3;
-webkit-box-orient: vertical;
overflow: hidden;
text-overflow: ellipsis;
