If religious considerations make the second table as another column, then you can proceed as follows. Arrange a new table with three columns: number of rows|Column1 | Column2.
The first column is just pre-made numbering (in the example it starts in cell B19), in "Column1" write formula:
=INDEX($B$4:$E$7;ROUNDUP(B19/2);IF(ISEVEN(B19);3;1))
and hands down
in "Column2" write formula:
=INDEX($B$4:$E$7;ROUNDUP(B19/2);IF(ISEVEN(B19);4;2))
and extend down.
