How to make authorization on a PHP website that uses localstorage?

As the storage of the authorization keys used localstorage (storage on the browser side).

In cURL, which I usually use to login to the sites, there is no way to / save and give data to the localstorage.

Localstorage does not provide for sending it to the server. If a developer wants to pass some data from localstorage to the server, then it has to be done via AJAX, pre-forming necessary dataset.

To answer your question: no. On the website you want to work, the data from localstorage are sent to the server via AJAX, how — depends on the implementation, maybe a header, maybe in body, accordingly it is necessary to clarify and to emulate such a request using curl.
