How using JavaScript to broadcast the video on TV?

Hello everybody! In General, the question arose: how to send to Smart TV your video (tv cast) with JavaScript? Once this is implemented from YouTube and in General Google Chrome

Create the html:
<video width="320" height="240" controls>
 <source src="movie.mp4" type="video/mp4">
 <source src="movie.ogg" type="video/ogg">

lift the server into the html://localhost:8080. Open the TV address of your computer(something type 192.168.0.240:8080 - see router settings). See.

But seriously, You obviously need a server that will share files(this is the standard library in nodeJS):

The browser and service? As You have 2 completely different things were the same?

1. You have not explained what it means to "submit your video". The easiest way is to open with flash, then js is not needed
2. Each Smart TV has an api, find the documentation and write the application.

Here you have nothing to do.
VLC player on PC, stream via RTSP.
VLC on the TV - reception RTSP....
