Could there be a role navigation a child of main?

It so happened that the links to the partitions (navigation menu) are in main title and a brief description. Accordingly, it turns out:
<main class="content" role="main">

 <section class="content__description">
the <h1>...</h1>
...
</section>

 <nav class="navigation-bar" role="navigation">
...
</nav>

</main>

Given that the site is small and is actually a presentation of a logical contradiction here, but how much is correct from the point of view of semantics?

The main tag created in order to highlight the main unique content of the page, so if your nav menu is a collection of links to other pages of the site, it is not desirable to make the nav outside the main tag.
But, if your nav will serve as a navigation anchor links within the page itself, from the point of view of semantics it is desirable to leave the nav inside the main tag - meagan.Bruen54 commented on June 5th 19 at 22:10
