Apache for PHP development is not needed for three years (exactly as of 1 March, by the way)
PHP has a built-in webserver.
No need to complicate things.
Just type php artisan serve in the project directory.

It is obvious that DOCUMENT_ROOT is set incorrectly in the config of Apache because that directory even no index.php... Maybe that's why? Or if the file is by default the other, you have to add it de, in the config of Apache
