Problems with external access to IIS, what's the problem?

Hello. A computer running Windows server 2008 r2 with static white ip; Trying to configure the site for access from the outside. Google very much does not work. In brandmauer have allowed access to port 8080, no antiviruses no. In IIS I have tried to put a binding with the external ip and for all appointed.
Netsh http add urlacl url=http://*moir*:8080/ user=everyone tried too.
Pinged Ip and runs remote desktop on that ip, that probably indicates a correctly configured external ip? Asking for your help in what direction to dig?

You can start to check if the port is open for use netstat –ao (the key on it will show the pid of the process)

You want to publish the web site out using the Services and ports in RRAS. Helped me.
