On a wretched modem in any way. You need to alter it with an alternative firmware with Linux. And then the logic is this:
1) the modem to create a bridge using brctl, adding the necessary interfaces
2) on the connected Linux with two satavahana (or support Ulanov) with progoneata connect to pppoe run nat, dhcp, configurable routing
3) create the second bridge modem with wi-fi interface and a second connection with the server (or VLAN interface)
4) tune all sorts of encryption on the modem
