How to achieve a similar appearance to the Woff and TTF fonts on the page?

Recently I learned that if the visitor of the page is available locally loadable font and disabled anti-aliasing, the page looks different. For example, if you download and install in the system PT Sans format .ttf with site of Google, when you type css
@font-face {
font-family: 'PT Sans';
font-style: normal;
font-weight: 400;
src: local('PT Sans'), url('//long link on the website Google') format('woff');}

The page will look something like this
ttf.png
If font is not present locally, it all looks like this
woff.png
This happens in Firefox and in googlechrome. Even if I convert Google woff to ttf format, the difference in display is still.
Hence the question - is it possible in any that are not dependent on browser settings, the way to achieve the correct display of text (as in the second image) using the system font?
