Is it possible to know unique ID of the browser in Chrome Extensions?

Want to make a voting system for users of the Chrome extension. Other people that don't use the extension service is not required. Question - is it possible to define a unique user on the browser (or hardware) to avoid markups, is there such a possibility in the api extensions?
