Or first to get money for compiling TK, it is normal practice as competent TK is almost half of the success of the project. And along the way you will protect yourself from unpaid work. All the "pitfalls" that have surfaced as a result of implementation of the project and not included in the TOR, and therefore estimate, by arrangement can be paid for separately and presented in separate estimates for as extra work.
