How to write a quote for website development without a clear understanding of the concept?

The situation is this: there is a good opportunity to fit in with the development of a very large project, but before final contract signing, start writing technical specifications, etc., the customer demands a quote. Honestly, I have never had to work on such a scheme, but also to dictate terms to the customer is fraught with serious his refusal, then it would not be desirable. So the question is, how would an estimate and not to be duped, if not yet fully understood that as a Yes? I understand that the situation is a little idiotic, but it happens...
Thanks in advance for hints!

well zavisite standard price just to get
and you will be estimated
and when they ask why so ask TK
the main thing is not to fall into the trap of "we'll bring dear customers, as we do for half price" - Boyd commented on September 26th 19 at 07:38
Thank you! I think that it will have to do. TK, of course, have to write yourself, but it is already working for some money, the project is still decent volume. - Hilbert_Sanford61 commented on September 26th 19 at 07:41

An estimate without having the TK - nonsense. Since it is only based on TS and nothing else. In your case I would try to negotiate on hourly rate. Or first to get money for compiling TK, it is normal practice as competent TK is almost half of the success of the project. And along the way you will protect yourself from unpaid work. All the "pitfalls" that have surfaced as a result of implementation of the project and not included in the TOR, and therefore estimate, by arrangement can be paid for separately and presented in separate estimates for as extra work.
Thanks for the very good advice! Let's talk about watches, or about TK. - Boyd commented on September 26th 19 at 07:40

Right. To get the money for the preparation of the TOR. Then an estimate and it the same to take the money. But we'll see what and how much.
