How to configure asterisk for calls within locally network?

You need to configure asterisk for calls in local network with androids among themselves, without access to the intranet. Well, a maximum of twenty people will communicate. Can you advise ready config. Thank you!
UPD: Stuck with aptitude on Debian asterisk 1.8 included a web muzzle, but it shows me 403 access denied.
