Why is inactive USB ports of the laptop before booting the OS?

The laptop cannot download anything from the stick (livecd installed on a flash drive OS, etc.), because USB ports are just inactive until,until you see the operating system. Tried different options,even plop boot manager is impotent.
This is a problem invalid BIOS in notlce or still somehow it is possible to cope with this?
Laptop Samsung NP350V5C-S0F.
In the BIOS mention of USB at all.

Solution
It was in the BIOS settings - but not in the UEFI,change this option nothing.
It was the option "Fast BIOS Mode = True". False positive may result from - usb-devices were recognized and working before loading the operating system without problems.

I suspect the LiveCD you're using to Legacy BIOS. If the BIOS is UEFI, try to put Legacy BIOS. Port use USB 2.0 If Legacy is not available for selection, then try to find new BIOS firmware with support for Legacy.
