To raise a SFTP Server on Windows

Have Windows 7 and need to raise it to the sftp server so it can connect to a openssh key.

I tried freeSSHd, but for me not understandable reason, the connection key in openssh format did not work. Although, I quietly connect over putty key.

What can you recommend? How to solve the problem?
