(WinUser Way)
Control panel --> administrative tools --> computer Management -->(in a side tree, among other "Local users and groups")

(WinAdmin Way)
Snap called lusrmgr.msc Can directly and call it from "Run"( hotkey: Win+R )

(WinGuru Way)
WSH + WMI
suitable example scripts there are for example here
By the way if WinUser and WinAdmin Way''s not working.
You have to find your distribution (preferably with integrated Service Pack as the target system, although not necessarily), Get out of it the standard, to the system for this set of files is stored in the %SystemDrive%Windows\winsxs\... (But in Your case they may be broken)

Having the distribution =>

  • In the folder sources of the distribution to find the file install.wim, which is sealed inside the system folder with all provisions contents and open it by using the well-known archiver 7Zip.

  • To unzip a file in %SystemDrive%Windows\winsxs\... (the content of which is tentatively just in case "subacute")

  • and perform the comparison with the reference system configuration files, run the following command-line statement:
    sfc /scannow

WinUser and WinAdmin Way do not work (and want them) — in the first version of the relevant part just not the second system tells that this snap-in this edition can not run. The files are not broken, just in H. P. is not allowed. - Rosamond.Walker commented on October 3rd 19 at 02:36
Specifically looking for Win7 Home Premium (already sports interest)
Really Byada-Pacal...

Well then Scriptures... with a special degree of patience, you can even distribute it yourself with AutoIt
(a very good thing now here lives a good Russian-speaking community)

PS: There is an option to edit information in the registry — but it cherevato different kinds of problems.

Question about lusrmgr.msc actually. - guisepp commented on October 3rd 19 at 02:35
however, this dirty hack will allow you to cope with the Local groups and users in a mode similar to lusrmgr.msc
By the way I tested this solution on VirtualHost — So good :)
The patch has been examined in KIS-om

and uploaded to VirusTotal

Using you can, during installation, nothing does. - Rosamond.Walker commented on October 3rd 19 at 02:38
Where is the link to something RUVATA? - guisepp commented on October 3rd 19 at 02:41

There is the link that you gave, right eat button "Download". If I understand correctly, it is .exe file, which will help you. And if you have a 64-bit Axis, then will need some manipulation of folders to pull
namely: GroupPolicy and GroupPolicyUsers to move it to System32. And gpedit.msc with them. - guisepp commented on October 3rd 19 at 02:37
And Yes. I'm just saying what is written on the link. I myself am now under Ubuntu, so there is nothing I can not check. - Rosamond.Walker commented on October 3rd 19 at 02:40

In case you can't find the download button - guisepp commented on October 3rd 19 at 02:43
There for group policies. This "from the same Opera" (in that I mentioned), but not the same. I have it here. - Rosamond.Walker commented on October 3rd 19 at 02:46
netplwiz, maybe?
In win 7 home premium — a wonderful thing — like all works and interfaces sawed at the root. - guisepp commented on October 3rd 19 at 02:49

Similar to the screenshot functionality is in the "control Panel" > "administrative tools" > "computer Management", but something is not clear there is on this item. Perhaps disabled through the registry.
Here's where to enable it through the registry in this question. It is disabled out of the box — these are the limits of redaction H. P. - guisepp commented on October 3rd 19 at 02:41
