Advise a CSS framework css3 without frills

Salute comrades! A longtime fan of bootstrap and all was well until I was faced with a non-standard task. I need to display the website focused on mobile devices in the frame. It turned out that in combination with the connected bootstrap standard slider (and custom too) this design is a wild brakes in the standard browser of Android (test on 4.x). Tried foundation - generally inadequately slider enters though the brakes less.
A little googling found out that the engine of the browser from Android in frames slows down rendering because of all sorts of css3 shadows, rounded corners and other gradients. Actually the question: are there any frameworks which do not have these bells and whistles but it is the layout on how they can be harmonized and sets decent looking items. Preferably adaptive.

Why not just dig a little in bootstrap? I'm sure all the rounded corners are done there is one LESS-and mixina enough to make his body empty.
