Sending custom-made electronic devices abroad

Tried to send a prototype electronic devices in Nicaragua from a private person via DHL.
The device is a controller electroposting magnet with the CAN interface, nothing special; in telecoms is not used (it is constantly asked in the administration). Here's a picture for clarity.

Shipment DHL accepted without problems, but the next day announced that the customs are not missed and brought back. Reason: private person cannot send entity for non-domestic use; and from the description of the device to draw conclusions on the application was difficult.

Sending from the entity it worse, just send a random product, even if it is not a serial product, it is impossible, is required to register as an exporter, right?

Question: How to send a custom-made device manufactured in several copies in Russia, and abroad? Preferably from a private person.
