CDN hosting for Russia

Hello dear colleagues, soon we open a new project and now I'm considering different options of hosting a CDN, what the user was quickly getting what you want. How important to use the same CloudFront to Russia? Or Cloudflare? Or is it easier to put a server in Moscow, which will run on nginx and static files? Can someone tests conducted at the speed for Russia from CloudFront or Cloudflare?
