Certified Developer (Google Play)?

In accordance with "the Agreement of the developer on propagation of products on Android Market".

2.2 You have the right to distribute Products via Android Market and can accept the Agreement only in case, if you are a certified Developer. This Agreement will automatically terminate if you find that you (a) not a certified Developer or (b) being a person who is prohibited from using Android software under the laws of the United States or any other state, including the state, which resident you are or from which you use the software Android.

Who is a certified Developer? And where issue this certificate?

Thank you.

There is a suspicion that we are talking about this:

play.google.com/apps/publish/signup
want to say that after creating a profile developer, become certified? - Philip.Rau commented on October 8th 19 at 00:23
Eng. version:
<...>Products and may not accept the Agreement unless you are verified as a Developer in good standing<...>

Developer or You: Any person or company who is registered and approved by the Market to distribute Products in accordance with the terms of this Agreement.

German also in this vein. Around, after registration you "verified as a Developer", and the certificate is just a particular transfer. - kaylah.Friesen commented on October 8th 19 at 00:26
